SC issues notice to Punjab, Centre on petitions against CLU for cement factory near school, houses, farming land in Sangrur

Chandigarh, May 7, 2024: The Supreme Court has issued notices to the Punjab government, the Centre, Shree Cement North Pvt Ltd, and others regarding the change of land use (CLU) for establishing a cement factory in the Rural Agriculture Zone of Sangrur.
As per the Tribune report, the notices have been issued in response to the petitions challenging the Punjab and Haryana High Court’s verdict dismissing pleas against Change of Land Use (CLU) granted by the Punjab Bureau of Investment Promotion (PBIP) for establishing a cement factory in Rural Agriculture Zone of Sangrur.
The petition was filed by Vasant Valley Public School and farmers who live close to the proposed cement factory site. A bench led by Justice Vipin Nath and Justice Satish Chandra Sharma asked the Ministry of Environment, Forest and Climate Change, Punjab government, Shree Cement North Pvt Ltd, PBIP, the Punjab Pollution Control Board, the State Environment Impact Assessment Authority, Punjab, Chief Town Planner, Punjab, District Town Planner, Sangrur, and several other statutory and administrative authorities to respond.
Notably, petitioners' lawyers Senior Advocates Mukul Rohatgi, Senior Advocate and Parthiv Goswami told the court that if the cement factory came up on 47.82 acres of land, it would badly impact around 1,800 students of the school, the farmers and a police training centre situated nearby.
The apex court has posted the matter for May 7.
